Cannabis

Barcelona city council has opened investigations into what officials describe as the "vast majority" of the city's cannabis social clubs (CSCs), as part of a new policing strategy known as Plan Druida. The plan was unveiled at a press conference on 4 August 2026 by Barcelona's deputy mayor for prevention and security, Albert Batlle, alongside the Guàrdia Urbana de Barcelona's (GUB) chief superintendent, Pedro Velázquez. "We will continue to put pressure on an activity that should have no place in our city," Batlle said about the clubs. It's a quote that sounds familiar. For more than a decade, Barcelona's city hall has periodically declared war on its cannabis clubs, only for the vast majority to carry on largely as before once the press cycle moves on. In July 2024, leafie reported that thirty clubs had been ordered to close after Batlle vowed to "put an end" to the club model, with at least fifty venues targeted for raids and product seizures between December 2023 and June 2024. Most reopened, or simply never closed. It's a cycle so familiar that Dutch cannabis columnist Derrick Bergman compared it to Groundhog Day: threatening rhetoric from officials, alarming headlines, a handful of forced closures, then nothing much changes until the cycle starts again. This time though, Bergman feels the threat should be taken more seriously. A quarter-century in the grey zone Spain decriminalised personal cannabis possession and consumption in the early 1980s, but selling or trafficking the drug remained, and remains, a criminal offence. It was out of that contradiction that a workaround emerged. If a fixed group of adult consumers collectively grew cannabis for their own use, rather than selling it commercially, the activity could be argued to fall outside the trafficking laws. Barcelona's first club under this model, the Cannabis Tasters' Club of Barcelona, opened in 2001, and the format spread rapidly through Catalonia. The clubs were never given a dedicated legal framework by the Spanish state. Instead, they have operated in what amounts to a permanent grey area, tolerated by courts and police so long as they stuck to the members-only, non-profit model. Barcelona's city council tried to formalise the arrangement in 2014 with a municipal ordinance nicknamed "La Rosa Verda" (The Green Rose), which regulated where clubs could operate and how. That ordinance was fought through the courts for years, and in 2021 Spain's Supreme Court effectively struck it down, removing the closest thing the clubs had ever had to formal legal cover. Attempts to pass a national regulatory framework through the Spanish Congress have also failed repeatedly. Today, Catalonia is still home to the majority of Spain's cannabis clubs. Several hundred are dotted across the region, with more than 200 in Barcelona alone. As a result, the city has become a genuine rival to Amsterdam as Europe's unofficial cannabis capital. Community model meets organised crime The original CSC model was explicitly designed as a harm reduction and community space. A way for existing adult consumers to access cannabis of known origin and quality, away from the illicit street market, without the commercial incentives that drive dealers to push volume or ignore who they're selling to. But as the club scene expanded through the 2010s, a number of larger, tourist-facing operations emerged that bore little resemblance to the original model – some openly marketing themselves to visitors, others accused of functioning as fronts for organised crime. Several clubs were classified as criminal enterprises and shut down in 2014, and Catalan police have separately linked the wider cannabis cultivation trade (as opposed to the member clubs themselves) to organised criminal groups exporting product abroad. It is this blurring of lines, between genuine community associations and commercial or criminal operations abusing the associative legal structure, that the council uses to justify its crackdowns to the public. Even CatFAC, the federation representing Catalonia's cannabis associations, does not dispute that this problem exists. What it disputes is the council's solution. Enter the Druids Plan Druida isn't just a policy against cannabis clubs. It is a city-wide strategy targeting street-level drug dealing and public consumption, built around three planks: increased police presence, a new data system collecting emergency-call records, arrests and seizures to identify "hotspots", and closer coordination with the Catalan regional police force, the Mossos d'Esquadra. Fifty additional GUB officers are due to join the effort in September 2026, and the plan is intended to expand beyond its initial focus on the Ciutat Vella district, since street dealing has "spread out" across the whole city, according to officials cited by El Debate. Cannabis clubs, alongside so-called "narcopisos" (apartments occupied and run as drug-selling points), are explicitly named as targets. Batlle confirmed that the council currently has open files on the "immense majority" of the city's clubs, though officials have not published an exact figure. Velázquez, the GUB's chief superintendent, told reporters that consuming drugs had "never been so dangerous", and that while cannabis remains the most commonly used substance in the city, police are seeing a growing variety of drugs in circulation. Where Plan Druida departs most clearly from previous crackdowns is in Batlle's framing. He has described the current legal position as suffering from an "excess of regulatory safeguards" that make closing clubs down too difficult, pointing to a string of court rulings that have blocked or slowed municipal action – a complaint that campaigners have seized upon. "Zealous criminalisation" Responding to the press conference, CatFAC warned that Plan Druida "criminalises the cannabis community indiscriminately" and risks worsening the very problems it claims to solve. The federation pushed back hardest on Batlle's complaint about legal safeguards, arguing that such guarantees "are not an obstacle to safety, but an essential principle of any democratic society," and that having an open administrative file is not the same as having committed an offence. It also objected to what it called the plan's blanket association of cannabis clubs with drug trafficking, crime and insecurity. Language it likened to the rhetoric of Richard Nixon's decades-old "war on drugs". Crucially, CatFAC does not deny that abuse of the club model exists. The federation says it has always rejected commercial, tourist-facing or criminal activity that strays from the genuine social club model, and that it supports action against illegal trafficking and those who exploit the model. Its objection is to what it calls an "indiscriminate offensive" against every association and its members, rather than a targeted one against the minority actually breaking the rules. Closing clubs wholesale, it warns, will not reduce consumption. It will simply push thousands of members back onto the illicit market, increase access to unregulated products, and drive more use back onto the street. Inside a art led cannabis club in Barcelona. Source - Liam O'Dowd On one point, CatFAC and Batlle actually agree: the problem is the absence of a proper legal framework. Both the Catalan and Barcelona-level attempts at regulation, including La Rosa Verda, were struck down on jurisdictional grounds rather than on their merits, and national legislative attempts have gone nowhere. CatFAC says it has spent years requesting formal dialogue with the council, the Catalan interior department and the Guàrdia Urbana without a substantive response, a grievance it took to Barcelona's ombudsman's office in 2024. It points out that the Catalan Parliament has itself urged incorporating the club model into public health and harm reduction policy – the opposite direction to the one the council is currently taking. CatFAC's demands are for immediate dialogue with the council; an end to blanket criminalisation; a clear distinction between genuine associations and commercial or criminal operations; an assessment of the health and social impact of closures; a voice for club members in municipal drugs policy; and, above all, a proper national regulatory process for cannabis. Not the first threat Barcelona's cannabis clubs have now survived roughly a decade of periodic closure threats, court battles and press conferences declaring their imminent end, yet most remain open for business. The scale of Plan Druida, its data-driven targeting and the language from officials have a harder edge than previous campaigns, but the underlying dynamic is one campaigners have been pointing to for years. Back in January 2024, the Barcelona-based non-profit ICEERS wrote directly to Batlle's office, in a letter signed by 179 representatives of organisations, institutions and universities across 53 countries, urging the council to treat the CSC model as "a pioneering non-profit model worth defending" and to pursue regulation grounded in evidence, harm reduction and human rights, rather than closures. That letter went unanswered according to CatFAC, with the same argument being made again two years on. Barcelona's cannabis clubs may have a problem with bad actors exploiting the legal grey area, but threatening to run every association out of the city is destined to fail. Supplying the licensing framework is a genuine solution to a problem that prohibition has failed to fix. Perhaps pushing for regulation, not another press conference, is where Batlle's energy would be better spent.
